The Project

The RK&K team provided construction management services for over 120 individual green infrastructure facilities and parks in the public right-of-way as part of DC Water’s Clean Rivers Program to meet combined sewer overflow consent decree requirements.

RK&K oversaw construction of five projects, including Clean River’s first two neighborhood-scale green infrastructure (GI) projects: Rock Creek GI Project A and Potomac River GI Project A, as well as the Kansas Avenue GI Triangle Parks, the Kennedy Street Green Streets Revitalization, and AlleyPalooza Green Alleys. The projects have a total budget of $37 million and span Design-Build, Design-Bid-Build, and workshare contracting with the District Department of Transportation.

All projects have successfully reached substantial completion or final completion and were constructed within budget. The GI constructed includes permeable pavement and bioretention facilities located in both residential and commercial, urban environments with challenging space, safety, utility, and maintenance of traffic (MOT) constraints. Permeable pavement facilities were installed in alleys and parking lanes using permeable pavers and porous asphalt. Planter bioretention facilities were installed both in the sidewalk and as bump outs in parking lanes.
