The Project

Since 2017, RK&K has provided Program Management and Construction Management services for the $450M South Capitol Street Corridor Design-Build project, which includes the replacement of the Frederick Douglass Memorial Bridge over the Anacostia River, two large ovals on either side of the river, and reconstruction of the I-295 / Suitland Pkwy interchange. As part of the District Department of Transportation (DDOT)’s on-site representatives, RK&K is responsible for contract management support, traffic management, maintenance of traffic design and field implementation oversight, geotechnical engineering, document control and cost estimation. As DDOT’s representative, RK&K assists in enforcing contract compliance including documentation of traffic monitoring, routine inspections, project diaries, video documentation of work zones, as well as timelines for design submissions, reviews and providing advance public notice of upcoming traffic impacts. RK&K also provides geotechnical engineering services including the review of foundation design calculations and plans for the replacement of the existing bridge, the replacement of three mainline I-295 bridges over local streets, the replacement of three on-ramp bridges to I-295 and the construction of eleven retaining walls along the roadway alignment. RK&K has provided cost estimating services including change order pricing, conceptual estimating and constructability, and analysis of contract provisions regarding the project labor agreement.
