Senior Project Delivery Leader:
As part of an on-call Stormwater Management Engineering contract with the Cecil County Department of Public Works, RK&K’s Environmental Water Resources team performed site evaluations and studies, developed concept plans, acquired all permits, and prepared construction documents within an identified approximate 2,200 linear foot reach of an unnamed tributary to Stony Run. The proposed stream restoration assisted the client with protecting approximately 1,500 feet of sewer line along the unnamed tributary while also working towards meeting state water quality standards and Total Maximum Daily Loads (TMDLs) according to their National Pollutant Discharge Elimination System (NPDES) Phase II permit requirements by eliminating existing stream bank erosion.
During the bid phase, RK&K worked with the County to answer RFIs, evaluate qualified bidders, and recommend award. This project is grant-funded and also had grant requirements for contract advertisement and construction. The team has staff on-site performing construction management consisting of full-time inspection oversight to facilitate the construction process. Technical staff worked with the design team and construction staff to facilitate request for information (RFI)/Change Order support, a post-construction walk-through inspection, and as-builts.
Before construction began, the team completed pre-construction monitoring and summarized the findings in a report for the County and agencies. The monitoring included a visual field inspection, detailed photo documentation, stability analysis, habitat assessment, wetland delineation, and vegetation and invasive species monitoring assessment. This data will be used baseline for comparison post-construction as required by the permit. They will repeat the inspections in the next five years as required and specified in the project-specific permit.
Monitoring assessments are submitted to the agencies at the end of each calendar year and are used to evaluate the success of projects and determine proactive adaptive management as needed.
The monitoring reports were also submitted to the grant funders to evaluate the success of the project.
