The Project

The Hampton Roads Crossing Study SEIS (Supplemental Environmental Impact Statement) involved a project-level NEPA document for one of the largest infrastructure projects ever undertaken in Virginia. The effort was completed in 23 months and was also one of the fastest EIS’s ever completed by VDOT and FHWA‘s Virginia Division.

The SEIS evaluated improvements to 55 roadway miles and 89 bridges along I-64, I-664, I-564 and VA Route 164 in Hampton Roads. RK&K led all SEIS components; related traffic, highway, and structures engineering evaluations; and environmental technical studies for natural and socioeconomic resources, historic properties, air quality, noise, and hazardous materials. RK&K created a GIS model that automated analysis of environmental impacts during alternative development.
