The Project

The Gwinnett County Department of Transportation is embarking on a comprehensive initiative to enhance roadway safety across the County through the development of a SS4A Safety Action Plan. This data-driven planning effort will encompass all non-interstate roads within the County, regardless of maintenance responsibility, to create a cohesive approach to safety improvements.

RK&K and Gwinnett County kicked off the effort in 2024; the draft plan is anticipated to be completed by Fall 2025, with an eye on adoption in early 2026. The foundation of this plan is built on extensive safety analysis, existing safety efforts, and cross-division coordination. The plan will establish a clear evaluation of metrics and an implementation strategy to guide the County’s safety improvements in the coming years.

RK&K is conducting a thorough review of existing County policies and procedures to help identify opportunities to strengthen safety considerations across all aspects of transportation planning, design, and operations. The planning process is guided by robust stakeholder engagement, including several focused steering committee workshops and public involvement through digital platforms, ensuring diverse perspectives are incorporated into the final recommendations.

The culmination of this effort will be a practical, implementation-focused Safety Action Plan that includes prioritized action items. Supporting this plan will be a custom-made countermeasure toolkit, rooted in best practices from around Georgia and from FHWA, but specific to the capacity and preferences of Gwinnett County. The toolkit will be a practical tool for the County’s Traffic Safety Division, as well as a demonstration to potential funders of the tangible, systemic steps the County is taking to improve safety outcomes on its roadways.
