The Project

RK&K is serving as Lead Designer for the transportation improvements supporting the new 1,600-acre Scout Motors Manufacturing Facility in Richland County, South Carolina. Working as part of the design-build team, RK&K is providing roadway, structural, hydraulic, geotechnical, traffic control, environmental, and permitting services for this fast-tracked, high-profile project.

The project centers on the construction of a new I-77 interchange (future Exit 26) that will provide direct access to the Scout Motors campus. Improvements include a one-mile roadway connection, Scout Motors Drive, linking US 21 and Community Road; realignment of both roadways; accommodations for a new Norfolk Southern rail spur; approximately three miles of interstate pavement rehabilitation; and modifications to existing interstate ramps.

RK&K is responsible for the design of all roadway improvements associated with the project, including the new interchange, interstate upgrades, roadway relocations, and Scout Motors Drive. The team is also designing three new bridges, including a major flyover structure and a bridge over the future Norfolk Southern rail spur, with an optimized design that eliminates the need for steel girders to reduce costs, construction complexity, and impacts to the traveling public. In addition, RK&K is providing hydraulic and drainage design, developing stormwater management solutions that integrate with existing systems while minimizing impacts to jurisdictional waters and wetlands.

Through innovative design, extensive stakeholder coordination, and accelerated project delivery, RK&K is helping deliver the critical transportation infrastructure needed to support one of South Carolina’s largest economic development investments while providing long-term mobility and connectivity benefits for the region.
