The Project
RK&K supported the City of Virginia Beach through its Construction Administration and Inspection Annual Services Contract by implementing a citywide Rapid Damage Assessment Plan. This initiative was designed to evaluate and quantify damage to critical infrastructure following natural or man-made disasters. In 2023, RK&K coordinated a 48-hour dry run of the plan, simulating a major disaster scenario to test readiness and response capabilities. The effort involved 21 Hampton Roads-based staff, regional subconsultants, and support from RK&K’s Richmond and Raleigh offices.
The assessment covered 16 miles of beachfront and was divided into 10 zones, each led by designated team leaders. Over 700 infrastructure features—including bridges, culverts, dams, signal equipment, and stormwater pump stations—were inspected to determine eligibility for federal disaster assistance. RK&K’s drone team, in coordination with the FAA and local aviation authorities, captured high-definition imagery to support the Virginia Department of Emergency Management’s Initial Damage Assessment via Crisis Track. The successful execution of this dry run demonstrated RK&K’s ability to mobilize quickly and deliver comprehensive inspection services, earning renewed work orders for 2024 and 2025.
