The Project

RK&K developed Loudoun County, Virginia’s 2026 comprehensive safety action plan, Safe Streets Loudoun, part of USDOT’s Safe Streets and Roads for All (SS4A) program. Adopted by the Board of Supervisors on May 5th, Safe Streets Loudoun advances roadway safety for all road users through infrastructure, policy, and programmatic recommendations. Pedestrian and bicyclist safety is at the heart of this work.

Loudoun County is a growing and dynamic community of over 440,000 residents. Located 25 miles outside the nation’s capital and spanning 520 square miles, Loudoun County ranges from rural farmland to high-density urban centers, requiring flexible, context-sensitive safety solutions. Safe Streets Loudoun took a transect-driven approach to crash analysis to account for variations in land use context. The Plan’s quantitative analysis, public engagement, and stakeholder input informed the identification of high-priority roadway segments and systemic crash risk factors that impact safety on Loudoun County roads.

Safe Streets Loudoun recommends tailored safety improvements to enhance multimodal access and expand opportunities for safer travel across Loudoun County. The Plan builds on existing County safety and active transportation programs that target intersections, sidewalks, and trails. Safe Streets Loudoun establishes concrete action items to further these programs and kick-start the implementation of new safety strategies. As part of this effort, DTCI published a dynamic crash data dashboard to support transparency and inform decision-making. Going forward, RK&K will produce the County’s first safety countermeasure toolkit, conduct before/after safety studies, produce a countywide speed study report, and develop design concepts and cost estimates for Look Up Loudoun, a distracted road user awareness campaign.

Together, these initiatives create a strong foundation for improving safety across Loudoun County, especially for multimodal roadway users.
