The Project

RK&K developed a comprehensive roadway safety action plan for the County as part of U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program. Adopted by the Board of Supervisors on May 5th, Safe Streets Loudoun advances roadway safety for all road users through infrastructure, policy, and programmatic recommendations.

The County is a growing and dynamic county of over 440,000 people, located 25 miles outside of the nation’s capital. The County spans 520 square miles and varies greatly in land use, ranging from rural farmlands to high-density urban centers. Loudoun County’s safety action plan–Safe Streets Loudoun–identifies high-priority roadway segments by transect, analyze crash emphasis areas, and provide context-sensitive solutions to proactively and systematically reduce fatalities and severe injuries on Loudoun County roads.

Loudoun’s comprehensive safety action plan is rooted in extensive data analysis. The RK&K team coordinated with planning staff at the County to develop transects, or areas with distinctive land use patterns and densities, to develop customized safety solutions. Analysis for this plan is extensive and cross-cutting, including traditional crash analysis, cross tabular emphasis area analysis, and other systemic analyses.

This project is a good example of a plan being implemented concurrently with its development – one of the resulting action items of this effort will involve communications and public transparency, but a dynamic crash data dashboard is being developed and will be published prior to the document’s adoption date.

Another aspect of Safe Streets Loudoun is the collation of existing safety-focused capital programs in the County, such as the Intersection Improvement Program and the Sidewalks and Trails Program. Celebrating what the County is already doing for roadway safety is an excellent foundation for developing supporting action items and looking for potential synergies.
