The Project

The US 98 Pearl River Bridge Replacement project involves the replacement of both the eastbound and westbound bridges over the Pearl River between Foxworth and Columbia in Marion County. As part of the project, temporary crossovers will be constructed to accommodate head-to-head traffic during bridge replacement activities. Additional scope elements include the construction of a new frontage road on the south side of US 98 eastbound, located east of the Pearl River, and selected roadway overlay improvements.

Value Engineering Study Summary and Benefits

A multidisciplinary Value Engineering (VE) team—consisting of experts in geotechnical, structural, roadway, traffic, hydraulic/drainage, and construction disciplines—conducted a VE study during the 90% design phase. The team provided both qualitative and quantitative recommendations to improve the project’s overall value, focusing not only on potential cost savings but also on enhancing functionality, quality, and constructability.

Two formal value proposals were developed and are presented in Section 2 of this report. While neither was accepted, the ideas demonstrated thoughtful evaluation of project alternatives.

Key Value Proposals:

  • SL-06: Utilize post-grouted drilled shaft tips for bridge foundations
  • C-02: Provide a draft reinforcing bar schedule to improve timeline visibility for construction activities

In addition to the value proposals, the team submitted 38 standalone constructability review comments.
