The Project

Responding to citizen complaints, erosion, and stormwater drainage underperformance, Mount Pleasant engaged RK&K to investigate and analyze Hobcaw Point Subdivision’s drainage issues and develop responsive solutions. Established in the 1950s, the Hobcaw Point development encompasses 265 acres. Approximately 20% of the storm drainage system and 43% of the road network in the subdivision is SCDOT-owned.

RK&K collected survey data, developed a hydrologic/hydraulic analysis on the existing system, analyzed improvement alternatives, completed construction drawings, developed reports and specifications, and provided permitting and construction bidding assistance for this project.

Using an XPSWMM computer model, RK&K completed the analysis based on 2050 build-out conditions of 40% impervious surface. Once insufficient drainage systems were identified, the team designed new and additional drainage systems. The design included erosion control; NOI permit submittal and coordination, final plans, and cost estimates. RK&K also created a GIS project database for the study area, compiling data from multiple resources to create an Environmental Features Map.

RK&K also provided permitting services, obtaining permits from the South Carolina Department of Transportation (SCDOT), the South Carolina Department of Environmental Services (SCDES), SCDES Ocean and Coastal Resource Management Division (OCRM), the US Army Corps of Engineers (401/404 permit), and the Town of Mount Pleasant (MS4) and provided the Town with data and documentation in support of their FEMA HMGP Grant.
